Literally tried everything. Even made a new account. I don't know/thing that it's a problem with updates because this didn't start until I did the last OTL thing and I had 8.1 for awhile. Maybe that system deleted some files. I don't know which ones or how, but ugh. That's one possibility I found. I just don't know how to fix it if it is that. Some one somewhere else said to restore it but I don't even know what that means.

The OTL cleanup button was only to delete itself, its quarantine and tools used, I have done 100's of systems with the cleanup button as the last click.

It depends if the person is talking about System Restore (which users have found does not work with this problem ( DO NOT USE THE RESET YOUR PC OPTION, all your data will be gone if you do, including your documents and personal data) Or the Refresh your PC option, which some users find does not work either with fixing the apps, and one user found that due to the fact the recovery partition is Windows 8.0 and not Windows 8.1 when they refreshed all their personal data and programs were still there BUT Windows rolled back to Windows 8.0 Although for a lot of users the 8.1 update may have removed the Recovery Partition as per Microsoft saying "After you install Windows 8.1, you won't be able to use the recovery partition on your PC to go back to your previous version of Windows." I am unsure as it is a Windows Problem A complete shutdown and startup is required for the changes to take effect Not Hibernate or with Fastboot
I did find this from Microsoft and has different parts for the different apps areas BUT this is advanced as it involves tweaking the registry and if not careful keys can be set wrong
A.) Fixing the app store: and possibly some Microsoft apps
Open registry editor typing regedit.exe from a command line.
Browse to the registry key at HKEY_CURRENT_USER\Software\Classes\Local Settings\software\microsoft\windows\currentversion\appmodel\repository\packages.
Right click on the “packages” key and bring up the “Permissions” tab.
Click the “Advanced” button located at the bottom right corner.
Check to see the account name that shows up as the “Owner” (this is the first line of text on the “advanced security settings” dialog for the “packages” key). It should say “SYSTEM”. And have Full Control, if correct possibly 2 SYSTEM lines are listed.
If it is any other account, click on the “Change” button next to it.
Type SYSTEM in the “select user” dialog. If “Multiple Names Found” window comes up, select the row for “SYSTEM”. Click OK to the dialogs and close them all.
Run from admin command prompt: Powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
B.) Fixing all modern apps:
Run from admin
PowerShell: ((Get-ChildItem "HKLM:SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\AppxAllUserStore\InboxApplications") | Get-ItemProperty).Path | Add-AppxPackage -Register -DisableDevelopmentMode
* When I ran this the black X persisted until after the next step and reboot. But trying to start an app gives me a new message and a link to the store.
C.) Fixing 3rd party apps:
Delete the regkey (sub key): the sub key in RED below
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\AppxAllUserStore\[UserSID]
You can find your SID for the user account in question by going to an elevated command prompt and typing wmic useraccount get name,sid
It will list in the CMD the user accounts abd the SID number for each account.
From 1 user who did the above or got someone else with knowledge to do the above
"Restart. After a reboot the apps still showed the black X for a minute or so, but it soon cleared up on its own and all apps seemed to be working again. I was also able to update the apps from the app store once signing in with a Microsoft account. Finally, I am again able to get into PC Settings."
Must be a good problem on systems for techs to work out the above for each section
