After I did this my apps stopped working. Is it related? I didn't touch anything else
"I started having problems with the windows store app and after trying many different methods, nothing has worked. I do not want to refresh or reset my laptop. Those are what cites are pointing too. The problem is that when I try to open an app on windows 8.1 it will not open. The store refuses to open at all, and when I reset it it just says "Purgecache error". Things only really work when I switch back to my desktop windows 7. When I do open an app in windows 8.1 it takes me back to the thing I last had open. Don't know what to do and any help would be appreciated."

What do you mean all the apps stopped working?? All OTL did in the last instruction was to delete itself and its Quarantine folder. By upgrading from 8.0 to 8.1 it may be that a programs and drivers may not work correctly as they were installed on 8.0 not on 8.1 but now items have to work on 8.1 instead. Like with Norton having problems so you uninstalled Norton (yay Internet back) You just have to make sure that the Norton Package you download for Norton is for 8.1 also. I would of thought any problems with apps would have been after FRST, or Adwcleaner as items were placed in the Quarantine folders with the scripts etc. Found this www8.hp.com/us/en/ad/windows-8/upgrade.html Don't know how good it is etc. Quads

I've done those things and when it tries opening and resetting the store app it has a purgecache error that wont let it open. I don't know what that means, but I still cant open any apps and I've tried updating the adapters and using the links you sent as well as others. I don't know what to do

I am still thinking may way though the difference of if Windows Store and apps don't work, or Modern apps don't work or 3rd party apps don't work.
Doesn't help that there appears to be different fixes for different systems, it is not the same fix for everyone and I don't have a Windows 8.0 to test the updates on myself.
I have shifted this problem to the Windows board so others can reply if they want to.

There is so many different fixes that it is harder to pin point let alone that fact Windows (Microsoft) is legit and it is a Windows Problem
One thing ( or a couple of things) users have done is to Turn off the Hibernate and Fastboot function so that Windows 8 will do a Full Shut down after changes.
Users have also created a new User account to see if the Windows (App) Store and main apps work in the new account, There are some apps that are for all user accounts, but other apps won't show on all accounts as they are set for just one user account that they were installed.
One thought is that during the update or updates to 8.1 etc. Registry permissions get set to TrustedInstaller instead of SYSTEM and after the updates the registry key or keys do not get set back to SYSTEM for the packages key (and maybe more) so the cache can't be accessed by the app or by the SYSTEM as it has lost "full control"
