A Refresh (if I read the information correctly) just refreshes the Windows files / installation and does not interfere with your programs or data.

Though you may want to make sure you have backed up personal files first (just in case Windows does a hissy during the proceedure)

...and even at that, I'm having problems accessing the Refresh screen...I know one of the options keeps everything Windows puts on, like apps, etc, but any programs will be uninstalled...perhaps even deleted, though I don't know what would happen if I disconnect my hard drive where all the programs are on...maybe just remove the registry entries or fail altogether..

Reboot fixed most of the problems...still can't access Refresh, User settings, etc. from inside Windows though...

Fixed most things??
You may want to make sure you have a admin account that is set up as a Local Account type or switched to a local account type so it does not rely on Microsoft.

Yep...that's what I did to get on. I set up a local admin account. I am still unable to access my Microsoft account login and I'm having issues trying to convert it to a local (for whatever good that will do)...

Well, if y'all are out of suggestions, I figure I'll try a refresh...I'm pretty sure that since 8.1 tried to install while we were going through the removal, it gummed up the gears. I appreciate your efforts. Any idea what caused the Com Surrogate issue in the first place? Where did it come from, how is it spread? Banner ads?
