The trouble with PUPS and Norton does detect them if bad enough, and other AV's or security products like MBAM also detect them as PUP, PUA or PUP.Optional.
It is because some users do want them and then also give the Security company what for when the AV detects it but they want it.
Case in point.

Detected easylifeapp app via Norton antivirus when I installing it in my computer. I need to use easylifeapp now, but I can’t do it. So what I am do now, please help me. App info: easylifeapp.com

A quick Google search shows this app is a redirect type of malware that will hijack your browser's search engine. Norton has flagged this for a reason. If you were to over ride this, you would be on your own with whatever trouble was created on your system.
Another Norton user was 'infected' with this and was guided to free malware removal sites to get rid of this. community.norton.com/t5/Norton-Internet-Security-Norton/easy-life-app/td-p/901561
Where as Malware like Zeoaccess, Ramnit, Ransomware etc. Everybody does not want (except people like myself for testing) so everyone wants it detected, so AV's do and sometimes struggle to keep up if the family is fast moving with many droppers and changes.
Some PUP's do go close to the line and some do cross that line so get detected (like Webcake). PUPs can also have more than one variant or more than one PUP can use a file of the same name and maybe even act the same, spotector.dll come to mind.
Malware like I stated above is easy to say yep as they well and truly cross the line, PUP's are a but more ummmmmm ahhhhhhhh bit fuzzy, this one yes, but that one no etc.
And the esylifeapp above shows one user wants it but Norton is detecting it yet another user (or more than one does not)
I have had the on this forum recently with the PUP Freemake group, The User wants it, they like it, so I told the user at the end they could install Freemake at the end at their own risk basically.
So if Norton Detected PUP.Freemake there would be some users upset and some users happy depending on which side if the fence you are on.
